Since the numbers are being replaced after each draw parts b-d will be the same as part a. The probability of pulling a 7, 7 is the same as pulling a 7 then an 8. Again, this is only true if the numbers are being replaced after each draw, which this question states they are.
In other words you have the same odds as drawing a 6, 7, 8, 9 as you do a 7, 7, 7, 7.

It's just a little plastic piece that goes on the drop side to lock it into place so it can't move anymore.
