Does this seem reputable?
For a kitchen appliance priced less than $100, I'd recommend just using the manufacturer's warranty, which is usually 90 days.
For appliances, electronics or other purchases higher than $300, I'd consider a price comparison of Amazon's extended warranty vs. Squaretrade's offer. One other factor to consider is how difficult the repair/replacement plan has been for other buyers. Check the reviews for that specific product before you commit.

I've not found a decent small appliance in the past 30 years.
Toasters, coffee makers, even weight scales seem to have a 6-month lifespan. Doesn't matter if you buy the top of the line or middle, or cheap, they all suck.
I have to wonder if this is just to keep us buying…

First, I hope by “breaker” you mean breaker or service panel. Your service will not just have one breaker (excepting the main disconnect). $700 for installing a new service panel sounds reasonable. If you have a fuse box, you likely have 60 or 100amp service. Hopefully the $1400 includes upgrading the service to your house, and that sounds a little low (minimum – new drop cables, meter pan and meter). The NEC specifies a minimum service of 100 amp, and I believe many localities require 150 amp. I believe most “experts” consider 200 amp to be minimum any more. As to the size of the service, It depends on the size of your home, and the number of major electrical appliances you have (Heat, dryer, water heater, stove, etc). The National Electrical Code (NEC article 220) has very specific calculations for the minimum service you can install in a new home. Whether that article applies to your upgrade depends on your locality, the inspector, and the “scope” of the project. I don’t remember all the details, but basically you add up the loads. * 3 Volt Amperes per square foot for general lighting & convienence outlets * A minimum of 2 small appliance circuits – 3000 va * One laundry circuit – 1500 VA * Nameplate rating for all “fastened in place” appliances (IE: Water heater 5000, disposal 1000, dishwasher 1500) * Dryer if present – 5000 VA or nameplate * Range & oven – 8000 VA or nameplate * Heat & A/C, you calculate using the larger of the two – 5000 – 15,000 VA) * Etc, etc. So, at least for a new home, a 1500sq foot house with electric range and water heater would be a minimum of 112 amps even before heating or air conditioning. And, that is minimum. So, in sum, If you are going through the hassle, I think most people would recommend the 200 amp service. There are probably other upgrades that will need to be made also, such as new wiring to the stove and or water heater. It may also help with resale value. If you are in doubt, call and talk to the local electrical inspector and run what the contractor tells you by him.
